Hull and East Yorkshire Combined Authority is delivering an ambitious programme to ensure that every young person can earn or learn and progress into good, sustainable employment.
We are looking for an experienced and driven Programme Manager (Careers & Young People) to lead delivery of this agenda, supporting the Get Britain Working Plan, the Youth Guarantee, and our Local Growth Plan.
This is a pivotal role at the heart of HEYCA’s ambition to improve outcomes for young people.
You will lead the delivery of key programmes and system change activity, including -
- Reducing the number of young people not in education, employment or training (NEET)
- Strengthening careers education and transitions into work
- Developing youth hubs and integrated local support models
- Creating clear pathways into apprenticeships, training and employment
You will also play a key role in designing a more joined-up system, working across education, employers, local authorities and national partners.
Using the Mayor’s convening role, you will bring partners together to co-design services that work for young people and meet the needs of our local economy.

About you
We are looking for someone who can lead delivery and influence across complex systems.
You will have -
- Experience of managing programmes in careers, skills, education or youth services.
- Strong partnership working skills across education, employers and public sector organisations
- The ability to manage multiple priorities and deliver results
- An understanding of youth participation, careers systems and labour market pathways
Experience of system transformation, co-design or working in a devolved or policy environment would be advantageous.
