Hull and East Yorkshire Combined Authority (HEYCA) is seeking a committed and independent voice to join its Audit & Governance Committee. This is a meaningful non-executive opportunity to uphold public trust, strengthen financial and ethical oversight, and contribute directly to accountable decision-making in our region.


About HEYCA

We are a newly formed Mayoral Combined Authority, combining Hull City Council and East Riding of Yorkshire Council with devolved powers from central government. Led by a directly elected Mayor, HEYCA delivers regional priorities in transport, skills, housing and economic growth - shaping the future of Hull and East Yorkshire through inclusive investment and strong leadership.


About the role

As an Independent Member, you will support rigorous oversight of HEYCA’s governance, risk management and financial integrity. You’ll contribute impartial advice and constructive challenge on areas including -

  • Financial reporting and external audit
  • Risk registers and internal controls
  • Counter fraud arrangements and assurance frameworks
  • Treasury management and governance processes
  • Review of HEYCA’s Annual Governance Statement and Statement of Accounts

This committee plays a pivotal role in reinforcing transparency, ensuring statutory compliance and supporting ethical leadership across the Combined Authority.


What we're looking for

We welcome applications from individuals who can demonstrate -

  • Experience in governance, finance, law or audit — whether professional, voluntary, or community-based
  • Strong analytical skills and the ability to interpret complex information
  • Independent judgement and a commitment to the Nolan Principles of Public Life
  • Confidence in speaking truth to power with constructive challenge

 Whether you’re an accountant, lawyer, board advisor, retired professional with relevant lived or technical experience - your insight could help shape how public power is exercised and scrutinised across Hull and East Yorkshire.


Time commitment and allowance

  • Meetings - Minimum four formal meetings per year (in Hull)
  • Engagement - Briefings, training, ad hoc reviews or call-ins as needed
  • Allowance - £250 per meeting + reasonable travel expenses
  • Term - A fixed two-year term, renewable once

Eligibility Requirements

A full list of eligibility criteria and declarations can be found in the application pack. In summary, applicants must, amongst other things -

  • Be aged 18 or over
  • Live in the HEYCA area (Hull or East Riding)
  • Not be a current councillor or officer of HEYCA or its constituent councils - nor have held such a post within the last five years
  • Be non-political, impartial and free from conflicts of interest
  • Be able to attend daytime meetings and participate in committee activities
