Executive Director of Finance

We are looking for a strategic, commercially astute finance leader to join our Strategic Leadership Team as Executive Director of Finance and statutory Section 73 Officer.

We are a newly formed Mayoral Combined Authority, combining Hull City Council and East Riding of Yorkshire Council with devolved powers from central government. Led by a directly elected Mayor, HEYCA delivers regional priorities in transport, skills, housing and economic growth - shaping the future of Hull and East Yorkshire through inclusive investment and strong leadership.

Salary - £125,000 - £145,000

About the role

As Executive Director of Finance, you will take overall responsibility for the Finance, ICT & Digital, and Procurement & Commercial functions.

You will -

  • act as the statutory Section 73 Officer, ensuring robust financial governance and lawful decision making
  • lead the development of the Medium-Term Financial Strategy and annual budget process
  • oversee treasury management, investment strategy, and financial resilience
  • drive value for money across procurement and commercial activity
  • provide clear, timely and evidence-based advice to the Chief Executive and Mayor
  • embed strong internal controls, fraud prevention and risk management
  • lead high value commercial negotiations and supplier relationships
  • ensure grant funded programmes are managed effectively and transparently
  • build strong relationships with s151 officers across constituent authorities

This role sits at the centre of strategic decision making. You will influence major investment programmes, shape commercial strategy, and ensure the Authority is financially strong and future ready.


About you

You will be a qualified CCAB accountant with significant senior level experience operating at board or executive level

You will bring -

  • a proven track record of leading large scale financial strategy in complex public sector environments
  • strong commercial awareness and experience managing major contracts
  • confidence operating in a political environment and working with elected members
  • experience leading multidisciplinary teams and driving organisational change
  • a deep understanding of governance, risk, and public accountability
  • although the your level of expertise will be exemplary, we need someone who can

As a member of the Strategic Leadership Team, you will -

  • help shape and deliver the overall strategic direction of the Authority
  • act as an ambassador for HEYCA at the most senior level
  • foster strong relationships with the Mayor, Members and regional partners
  • champion high performance, accountability and professional standards
  • deputise for the Chief Executive when required
  • you will set the tone. pace, integrity and clarity will matter
