Hull and East Yorkshire Combined Authority is developing a new Local Growth Plan – a ten-year strategy designed to drive sustainable economic growth and prosperity across our region. We want your views to help shape the future of our region.
What is the Local Growth Plan?
The Local Growth Plan (LGP) is a long-term approach that sets out how we will support local businesses, create jobs, and invest in our communities. It aligns with national priorities and local ambitions, aiming to build a thriving, innovative, and resilient economy for everyone in Hull and East Yorkshire.
The plan will -
- Analyse our region’s strengths and challenges.
- Set out clear priorities for growth and investment.
- Identify key sectors and opportunities for development.
- Outline actions and partnerships needed to deliver real change.
- Support the delivery of the Hull and East Yorkshire Gameplan.
How is the Plan Being Developed?
The LGP is being developed in stages, with input from local authorities, businesses, and the wider community. We are committed to an open and transparent process, ensuring the plan reflects the needs and aspirations of people across the region.
The Consultation Process
Stage 1: Open Consultation
We are sharing our initial ideas and research, including a new Regional Economic Assessment. This is your opportunity to comment on our approach and help shape the direction of the plan.
Stage 2: Targeted Consultation
We will work closely with key stakeholders to refine the draft plan and prioritise resources, leading to a final version for approval.
What Are the Key Themes?
The plan focuses on -
- Supporting all sectors, with special attention to those that can drive significant growth.
- Addressing strategic issues such as health, skills, innovation, investment and energy.
- Developing enabling sectors like construction, which are vital to our economy.
- Setting clear priorities for action and investment over the next ten years.
Timeline
There are three key dates for the consultation -
- November 2025: Stage 1 consultation opens.
- Early 2026: Stage 2 consultation and further analysis.
- Spring 2026: Final plan published and submitted for approval.

All Mayoral Combined Authorities must produce a Local Growth Plan. Early consultation is essential to ensure the plan is legitimate, locally informed and effective. Your feedback will help us create a plan that delivers real benefits for Hull and East Yorkshire.

We invite everyone – residents, businesses, community groups and partners – to review our initial proposals and share their views. Your input will directly influence the final plan.
The Stage 1 consultation is open until Wednesday 24 December 2025.
