We are seeking an experienced and forward-thinking leader to join us as Head of Buses and Public Transport. Reporting directly to the Director of Transport and Connectivity, you will play a leading role in delivering improved connectivity, accessibility, and sustainable transport across both urban and rural communities.

This is a unique opportunity to influence how public transport evolves to support Hull, the East Riding and their communities.

About the Role

The Head of Buses and Public Transport is a senior leadership role responsible for the strategy, performance and development of the bus network and wider public transport provision across Hull and East Yorkshire.

You will lead a multidisciplinary team spanning operations, strategy, and integration, ensuring services are reliable, accessible, and aligned with the region’s ambitions.

Collaborating closely with the Director, Mayor, and partners, you will translate strategic priorities into deliverable plans, improved services and tangible outcomes for communities and businesses.

You will -

  • Provide strategic leadership on bus services and public transport policy, advising senior leadership, Members, and the Mayor
  • Lead the development of transport strategies, including Bus Service Improvement Plans, Enhanced Partnerships, and wider policy frameworks
  • Oversee operational performance, ensuring high standards of reliability, punctuality, and customer experience
  • Drive integration across the transport system, including multi-modal connectivity and potential future ticketing solutions
  • Develop and secure investment, supporting funding bids and ensuring value for money in delivery
  • Champion accessible and inclusive transport, particularly for rural communities and underserved groups
  • Build strong partnerships with operators, local authorities and regional and national stakeholders
  • Ensure high-quality engagement with the Department for Transport and other funding bodies
  • Lead and develop a high-performing team, fostering innovation, accountability and collaboration

About you

We are looking for a credible and experienced leader with a strong track record in public transport.

You will bring -

  • Significant experience in bus or public transport planning, operations, or policy
  • Experience operating at a senior level in a complex or regulated environment
  • Strong understanding of transport policy, funding, and delivery frameworks
  • Proven ability to lead strategy, programmes, and service improvement
  • Excellent stakeholder management and influencing skills
  • Strong political awareness and ability to work in sensitive environments
  • A commitment to inclusive, customer-focused service delivery
