Hull and East Yorkshire Mayoral Combined Authority is seeking an experienced HR Business Partner to lead and shape our people strategy at the highest level. This is a senior strategic role. You will be the most senior HR professional for the Mayoral Authority, acting as a trusted adviser to the Mayor, the Chief Executive and the Executive Team. You will influence decisions, drive organisational performance and help build a positive, high performing workplace culture.

About the role
Working hours - 37 hours per week
Job type - Permanent
Salary - £47,181 - £53,460 per year
Location - Hull
You will work closely with senior leaders to align workforce planning, organisational development and engagement activity with organisational priorities. You will provide pragmatic, solutions focused advice while ensuring compliance with employment legislation and best practice.
Your role will involve -
- acting as the main HR contact for the Mayoral Authority
- translating organisational priorities into clear, deliverable people plans
- leading workforce planning, succession planning and talent development
- managing complex employee relations matters, including performance, absence, conduct and grievance
- leading organisational change activity, including restructures, TUPE and transformation programmes
- championing equality, diversity, inclusion and wellbeing initiatives
- using HR data and insight to identify trends and inform decision making
- leading recruitment activity in partnership with hiring managers
- acting as Contract Manager for HR related service contracts, including Occupational Health, Recruitment, DBS, BPSS and HR systems
- representing the Authority at Executive Board and associated committees on all people related matters
This role requires credibility, sound judgement and the ability to build strong professional relationships with political members, senior officers and external partners at regional and national level.
About you
You will bring significant experience operating in a senior HR advisory or Business Partner role, with a strong track record of influencing senior stakeholders.
You will have -
- CIPD Level 5 or above with Chartered Membership, ideally CIPD Level 7 with Chartered Fellowship
- demonstrable experience partnering with senior leaders
- strong working knowledge of employment law and HR best practice, including Employment Tribunal processes
- experience supporting organisational change and transformation
- the ability to analyse HR data and translate insight into practical solutions
- excellent communication, coaching and relationship building skills
You will be confident, credible and comfortable operating at Executive level. You will know how to challenge constructively and how to build trust quickly.
