We are seeking an experienced, strategic and collaborative Business Ecosystems Delivery Manager to join our Economy & Investment team. Reporting to the Head of Business Growth, Innovation and Inward Investment, you will lead the development and delivery of a coherent business support ecosystem that enables businesses to grow, innovate and thrive while supporting the ambitions of the Hull and East Yorkshire Local Growth Plan.

About the Role
As Business Ecosystems Delivery Manager, you will lead the design, development and oversight of business support policies and programmes that translate HEYCA's strategic priorities into practical and measurable outcomes. Working closely with businesses, local authorities, universities, government departments and other partners, you will strengthen access to finance, innovation, supply chains and investment opportunities across Hull and East Yorkshire.
You will provide strategic leadership across a range of business growth initiatives, ensuring programmes are evidence-led, well governed and deliver meaningful benefits for businesses and communities.
You will –
- Lead the development and delivery of business support policies and programmes aligned with the Local Growth Plan.
- Develop investment propositions and funding opportunities to support business growth and innovation.
- Build and maintain strong partnerships across government, business, academia and the voluntary sector.
- Oversee business support programmes including Growth Hub and Made Smarter initiatives.
- Use economic data and evidence to inform policy development, investment decisions and programme improvement.
- Strengthen pathways for businesses to access finance, innovation support and supply chain opportunities.
- Represent HEYCA in regional and national forums, influencing policy and investment.
- Ensure robust governance, performance management and compliance across programmes.
- Lead and develop a high-performing team while promoting collaboration, equality and continuous improvement.
About You
We are looking for a strategic and experienced professional with a strong background in economic development, business support or policy development. You will be an effective leader with excellent stakeholder management skills and a proven ability to translate strategy into successful programmes.
You will bring –
- Degree-level qualification or equivalent experience in economics, business, policy or a related discipline.
- Significant experience developing and delivering business support, economic development or growth programmes.
- Experience working with complex partnerships across the public and private sectors.
- Experience developing investment propositions and securing or managing funding.
- Strong understanding of business growth, innovation, productivity and inclusive growth.
- Experience managing programmes, governance arrangements and performance frameworks.
- The ability to analyse economic data and evidence to inform decision making.
- Experience leading teams and delivering successful organisational outcomes.
