We are seeking an experienced and forward-thinking leader to join us as Head of Strategy, Policy, and Connectivity. Reporting directly to the Director of Transport and Connectivity, you will lead the development of the region’s long-term transport strategy, ensuring it supports economic growth, improved connectivity, and inclusive access to opportunity.

About the Role
The Head of Strategy, Policy and Connectivity is a senior leadership role responsible for shaping the medium to long-term strategic direction of transport across Hull and East Yorkshire.
You will lead the development of integrated, place-based strategies, including the Local Transport Plan and wider policy frameworks, ensuring alignment with regional ambitions and national priorities.
Collaborating closely with the Director, Mayor, and senior leadership team, you will translate national policy and funding opportunities into clear, evidence-based strategies and investment pipelines that drive delivery and secure funding.
You will -
- Provide strategic leadership on transport policy, planning and connectivity, advising the Director, Chief Executive, Mayor, and Members
- Co-ordinate the development of statutory strategies, including the Local Transport Plan and Bus Service Improvement Plans
- Translate national policy and funding frameworks into regional strategy and delivery plans
- Oversee high-quality business cases and funding submissions, ensuring strong engagement with the Department for Transport and other funding bodies
- Develop a long-term, prioritised investment pipeline, aligned to HEYCA’s ambitions and deliverable outcomes
- Ensure strategies are informed by robust evidence, data, and analysis, with clear performance monitoring
- Promote integrated and place-based transport solutions, including public transport, active travel and future mobility
- Champion accessibility and inclusion, ensuring transport supports all communities and reduces barriers to mobility
- Lead stakeholder engagement and advocacy, representing HEYCA regionally and nationally
- Ensure clear and compelling communication of strategy and priorities to stakeholders and partners
- Lead and develop a high-performing multidisciplinary team, fostering collaboration and innovation
About you
We are looking for a credible and experienced leader with a strong track record in transport strategy, policy, or infrastructure planning.
You will bring -
- Significant experience in transport strategy, policy, or infrastructure planning
- Proven experience developing statutory strategies such as Local Transport Plans
- Strong understanding of transport policy, appraisal frameworks, and funding mechanisms
- Experience of developing business cases and investment programmes
- Experience of leading multidisciplinary teams and complex programmes
You will also demonstrate -
- Strong strategic thinking, with the ability to translate vision into delivery
- Excellent leadership and people management skills
- Highly developed communication and influencing skills, including with senior stakeholders and government
- Strong analytical and problem-solving capability
- The ability to manage complex, competing priorities in politically sensitive environments
- High levels of political awareness and professional judgement
