We are seeking an experienced and forward-thinking leader to join us as Head of Streets and Network Operations. Reporting directly to the Director of Transport and Connectivity, you will lead the strategic management and future development of the region’s street and highway network.
This is a unique opportunity to influence how transport infrastructure is planned, managed, and delivered to support communities across Hull and the East Riding.
About the Role
The Head of Streets and Network Operations is a senior leadership role responsible for the performance, management and future delivery of the street and highway network across Hull and the East Riding.
You will lead a multi-disciplinary team spanning highways operations, assets, and investment, ensuring the network operates safely, efficiently, and reliably for all users.
Collaborating closely with the Director, Mayor, and partners, you will translate strategic priorities into deliverable plans, improved streets and highways and tangible outcomes for communities and businesses.
You will -
- Provide strategic leadership on highways, network operations, and infrastructure planning, advising the Director, Mayor, and Members
- Oversee network performance, including congestion, journey times, resilience, and asset condition
- Ensure safe, efficient, and reliable operation of the transport network across all modes
- Review asset management and maintenance planning, including roads, structures, walking and cycling infrastructure and public realm
- Develop performance frameworks and reporting to support evidence-based decision-making
- Support investment planning and capital programmes, ensuring alignment with regional priorities and the Local Transport Plan
- Drive integration across the network, balancing the needs of vehicles, freight, pedestrians, cyclists and emerging modes
- Oversee freight movement, traffic management, and network coordination, including major events
- Build strong partnerships with local authorities, stakeholders and national bodies
- Lead and develop a high-performing team, fostering collaboration, innovation and accountability
About you
We are looking for a credible and experienced leader with a strong track record in transport.
You will bring -
- Significant experience in highways, transport infrastructure, or network operations
- Experience operating at a senior level within a public sector or regulated environment
- Strong understanding of highway legislation, asset management, and maintenance practices
- Experience of managing complex networks and associated assets
- Proven ability to lead performance management and service improvement
- Experience of collaborating with local authorities and multi-agency partnerships
