The Hull and East Yorkshire Combined Authority (HEYCA) is at the forefront of delivering the Mayor’s vision for a stronger, more inclusive regional economy – improving skills, supporting residents into work, and tackling health-related barriers to employment.

We are seeking an experienced and ambitious Programme Manager to lead the development and delivery of a portfolio of high-profile, government-funded work and health initiatives, supporting residents with health conditions, disabilities and complex barriers into sustainable employment.

This includes programmes such as Connect to Work, alongside other national and locally commissioned initiatives aligned to DWP, DHSC and NHS priorities.

This is a unique opportunity to shape how health, employment and skills systems work together locally, delivering long-term impact for residents and communities.


About you

We are looking for a strategic and delivery-focused leader who can operate confidently across systems and partnerships.

You will bring -

  • Significant experience of leading complex programmes or portfolios, ideally within employment, skills, health or public service reform
  • Strong track record of contract and supplier management, driving performance and outcomes
  • Experience working across multi-agency partnerships and systems
  • Strong understanding of Work & Health, employability or skills policy and programmes
  • Excellent stakeholder management skills, with the ability to influence at senior and political levels
  • The ability to operate effectively in a fast-paced, high-profile and politically sensitive environment
